The 2023 MLB Draft is a little more than four weeks away. Two years ago, MLB pushed the draft back from the first week of June to the All-Star break in an effort to better market the event, and it will remain there moving forward even though many executives don't like it. This year, the three-day draft begins Sunday, July 9.

This is the first year with MLB's new draft lottery system. In the past, the draft order was the reverse order of the previous year's standings, which was nice and simple. Now picks 1-6 are assigned via lottery, picks 7-18 are the remaining non-postseason teams in the reverse order of the previous year's standings, and picks 19-30 are postseason teams in order of their postseason finish.

At 62-100, the Pirates were tied with the Reds for baseball's third worst record last season, yet Pittsburgh won the lottery and moved up to the No. 1 pick. The Pirates have now held the No. 1 pick a record six times. They used their previous five No. 1 picks on Jeff King (1986), Kris Benson (1996), Bryan Bullington (2002), Gerrit Cole (2011), and Henry Davis (2021).

"We're incredibly excited. Honored to be in this position with the first draft lottery," Pirates GM Ben Cherington told MLB.com after winning the lottery. "Young players are such an important part of our future, and we're excited to make the first selection next year. Every once in a while in this game, as we all know, it helps to get a little bounce and we got one tonight. That's exciting."

The Twins also won big on draft lottery day, moving up from the No. 13 pick to the No. 5 pick. The Athletics were the big losers. They had baseball's second worst record last season and moved all the way back to the No. 6 pick. The Nationals, owners of MLB's worst record in 2022, moved back one spot to the No. 2 pick in the 2023 draft.

All first-round picks are protected from free agent compensation nowadays. Teams instead forfeit later draft picks (and international bonus money) to sign qualified free agents. The Dodgers and Mets exceeded the third competitive balance tax threshold last year, so their first round picks move back 10 spots and ultimately out of the first round. The Mets will pick at No. 32 instead of No. 22. The Dodgers will pick at No. 36 instead of No. 26.

Each team is given a set bonus pool for draft spending each summer. The penalties for excessive spending are harsh enough (tax on overage, forfeiture of a future first rounder, etc.) that the bonus pool effectively acts as a hard cap. The bonus pools are tied to picks in the top 10 rounds, and if you sign one player to a below slot bonus, you can give the savings to another player(s).

Here are the five largest bonus pools for the 2023 MLB draft (per MLB.com):

  1. Pirates: $16,185,700
  2. Tigers: $15,747,200
  3. Nationals: $14,502,400
  4. Twins: $14,345,600
  5. Athletics: $14,255,600

The Mariners have the seventh largest bonus pool ($13,170,900) and hold three of the top 30 picks. The No. 22 pick is their standard first rounder. The No. 29 pick is the Prospect Promotion Incentive pick they received because Julio Rodríguez was named AL Rookie of the Year after making their Opening Day roster. The No. 30 pick is a competitive balance pick, given to teams that are bottom 10 in market size or revenue.
